Xinyu: Model for Balanced, Harmonious Development

June 5, jxcn ¨C Located in the central Jiangxi, Xinyu is among the 11 cities in the province that administer urban districts. With a total area of 3,178 square kilometers and a population of 1.12 million, the city is known as the ¡°Steel City¡± and has an industrialization rate of 49.6 percent. Sticking to the principle of ¡°developing the cit with countryside, accelerating agriculture through industry, developing urban and rural areas harmoniously¡±, the city has realized a balanced development and living standards of local residents have been greatly improved.

Expanding and Strengthening Urban Industries

During the overall and coordinated development in rural and urban areas, Xinyu makes the expansion and strengthening of urban economy as its priority.

First, with industrial parks and zones as platforms, the city takes measure to attract more investments. By 2006, the city¡¯s industrial parks and zones have been expanded to 64.2 square kilometers, with 463 enterprises settling down in the city.

Second, the development of industrial economy is boosted by implementing projects. Many renowned enterprise from both China and beyond such as CITIC Guoan Group, Conch Cement Group, Nanjing Yurun Group, and LDK Solar Co.,Ltd. have set up enterprises in Xinyu, with a total investment of 60 billion yuan.

Third, efforts were made to expand and strengthen major enterprises. With continuous technology innovations, Xinyu Iron and Steel Co.,Ltd. realized a sales volume of 17.3 billion yuan in 2006. And LDK was listed in the US stock market in less than one year after its solar project was put into operation. At present, there are 82,000 employees in enterprises of the municipal level and above in the city. Industrial added value takes up 42.1 percent in the city¡¯s GDP. It is estimated that by 2010, sales income of Xinyu¡¯s enterprises of the municipal level and above will exceed 150 billion yuan, and employees will account for more than 20 percent of all the labor forces in the city.

Yushui District ¨C Constructing Public Service System in Rural Areas

Yushui District of Xinyu City covers a total area of 1,400 square kilometers. With a total population of 680,000, agricultural population is 370,000. During its development, Yushui stipulated preferential public finance policies and offered public medical care to rural areas. Four practices have become compatible in both rural and urban areas.

First is the social security system. Senior citizens¡¯ insurance system, which puts focus on village officials, lost-land farmers, farmers abiding by the Family Planning policy, has been established. A new rural community-sponsored medical care system has been set up.

Second is the social relief. Yushui takes the lead in setting up subsistence allowances system in rural areas in Jiangxi Province. 200 million yuan has been invested to build and renovate homes for the aged in rural areas.

Third is the education. All students in rural areas are exempted from tuition fees, from charges for books and supplies, and are subsidized for room and board. 300 million yuan were invested to expand and rebuild countryside schools which amount to a total area of 32,000 square meters.

Four is the public health and medical care. Yushui has invested 120 million yuan to expand nine rural clinics and small hospitals which amount to a total area of 14,000 square kilometers. 1.3 million yuan was put to established medical service centers in 13 remote rural areas and a ¡°Ten-Minute Medical Service Circle¡± is established in Yushui.

Hupi Grape Village

Hupi village is three kilometers away from Xinyu city seat, and gets rich by planting grapes. In 2006, the average income per person reached 6,280 yuan, 1.75 times that of the provincial average. Two decades ago, Hupi Village was poor and only had a meager income from rice planting. Wang Liping, vice village head and chairman of the village¡¯s Grape Association, is the person who brought the huge changes to the village. At present, grape planting in the village spans a total area of more than 1,200 mu, with a production capacity up to 2.25 million kilograms and a sales volume more than eight million yuan. Farmers of Hupi Village, who have become rich by planting grapes, build their new houses, have clean tap water, rebuild roads, and are leading a happy life.
